Get Technology AlertsEmailComments597 WikiLeaks has returned roughly six hours after it was forced offline, but it's got a new address. The website's primary host in the United States pulled the plug after "mass attacks," according to WikiLeaks. Now the organization appears to be back online as WikiLeaks.ch instead of WikiLeaks.org.
They made the announcement via Twitter, saying "WikiLeaks moves to Switzerland."
Before the incident on Thursday night, WikiLeaks was booted from Amazon servers on Dec. 1, causing a brief outage, and tonight it went down again. The site had migrated to Swedish servers, per the AP.
The WikiLeaks Twitter account (@WikiLeaks) initially took a while to respond to the outage, but finally spoke up, stating "WikiLeaks,org domain killed by US everydns.net after claimed mass attacks."
The DNS outage meant that the Wikileaks.org domain name was down worldwide.
The Pentagon said Wednesday it could take down WikiLeaks if it wanted to, but to that point had decided against it. There have been reports that Russia is interested in shutting the site down.

All systems are functioning normally.12:36 AM ET WikiLeaks Addresses OutageEveryDNS.net provided domain name system (DNS) services to the wikileaks.org domain name until 10PM EST, December 2, 2010, when such services were terminated. As with other users of the EveryDNS.net network, this service was provided for free. The termination of services was effected pursuant to, and in accordance with, the EveryDNS.net Acceptable Use Policy.
More specifically, the services were terminated for violation of the provision which states that "Member shall not interfere with another Member's use and enjoyment of the Service or another entity's use and enjoyment of similar services." The interference at issues arises from the fact that wikileaks.org has become the target of multiple distributed denial of service (DDOS) attacks. These attacks have, and future attacks would, threaten the stability of the EveryDNS.net infrastructure, which enables access to almost 500,000 other websites.
Thus, last night, at approximately 10PM EST, December 1, 2010 a 24 hour termination notification email was sent to the email address associated with the wikileaks.org account. In addition to this email, notices were sent to Wikileaks via Twitter and the chat function available through the wikileaks.org website. Any downtime of the wikileaks.org website has resulted from its failure to use another hosted DNS service provider.
Finally a statement on this from the WikiLeaks Twitter account:
"WikiLeaks,org domain killed by US everydns.net after claimed mass attacks KEEP US STRONG https://donations.datacell.com/"
12:33 AM ET Accessible By IP?Many on Twitter are noting you can still access the WikiLeaks site by going directly to this IP address: http://88.80.2.32. However, it appears to be an old version of the site that comes up.
12:29 AM ET Update On OutageIt's been more than 30 minutes and WikiLeaks is still down. The issue seems to be related to the site's primary DNS server, which is not responding to requests for wikileaks.org.

7:42 PM ET Mexico Worried About 'Losing' To NarcosMexico was concerned about losing control of regions to narcotraffickers, a cable reveals. According to the AP, the U.S. embassy in Mexico reported that Undersecretary for the Interior Geronimo Gutierrez Fernandez "expressed a real concern with 'losing' certain regions."
Violence in the Mexican drug was has been high in the last few months, with a recent beheading shocking Tijuana residents and a series of massacres prompting the Mexican government to urge Mexican citizens returning home from the U.S. for the holidays to travel in convoys for safety.
6:29 PM ET Berlusconi Accused Of 'Profiting' From Putin Relationship As the fallout from the WikiLeaks cables continues, U.S. diplomats have made yet another surprising discovery, which implies that Italian Prime Minister Silvio Berlusconi may be "profiting personally andhandsomely" from secret deals made with his Russian counterpart, Vladimir Putin, according to the Guardian.
Though the two diplomats have always enjoyed a close personal relationship, this is the first time a financial link has been implied, namely in dispatches exchanged between the U.S. Embassy in Rome and Washington dating from 2008-2009.
As the Guardian reports:
Personal ties between the two were close, "with Putin's family spending long visits at the Berlusconi family mansion in Sardinia at Berlusconi's expense." Berlusconi in turn has the rare privilege of being invited to Putin's dacha in the Black Sea resort of Sochi for what the embassy speculated on one occasion would be a "blow-out party." A contact in Berlusconi's office told the embassy of "exchanges of lavish gifts."
Currently on a visit to Kazakhstan, Berlusconi slammed the allegations, telling the Ansa news agency: "The U.S. is quite clear that I have absolutely no interest in any other country; that there are absolutely no personal interests, and that I only look after the interests of the Italians and my country."
5:40 PM ET WikiLeaks Cables Suggest Massive Afghanistan CorruptionNew cables coming from the New York Times and the Guardian are painting a bleak picture of the crushing corruption plaguing Afghanistan. In the cables, growing troubles between Afghan President Hamid Karzai and the U.S. are presented as exacerbating the already perilous position of the Afghan government, while diplomats despair over "how to fight corruption and connect the people to their government, when the key government officials are themselves corrupt."
3:04 PM ET The Secret Diary Of Julian Assange REVEALEDAccording to Craig Unger at OpenTopic, documents that appear to be written by Assange and posted online offer clues into the man behind WikiLeaks. Writes Unger:
Who is Julian Assange? Tantalizing clues may be found in what appears to be his "Selected Correspondence," which were posted on a now defunct site, IQ.org. OpenTopic dug through the writings in web archives, and discovered diary entries that paint a revealing portrait of the WikiLeaks founder. Starting in June 2006, the year WikiLeaks was created, the posts unveil a cult-like, idealistic, romantic, intellectual hacker -- a male Lisbeth Salander if you like -- who theorizes about diplomacy, computer coding, consumerism, the corporate state, even urination, and reveres Kurt Vonnegut, Philip K. A cable shows that a bombing in Abyan that killed 21 children and dozens of other civilians was the result of U.S. strikes. The cable reads:
Saleh praised the December 17 and 24 strikes against AQAP but said that "mistakes were made" in the killing of civilians in Abyan. The General responded that the only civilians killed were the wife and two children of an AQAP operative at the site, prompting Saleh to plunge into a lengthy and confusing aside with Deputy Prime Minister Alimi and Minister of Defense Ali regarding the number of terrorists versus civilians killed in the strike.
Amnesty International reported on the Abyan killings were the result of U.S. bombing and not the Yemeni military, as was originally claimed. The new cable appears to support these accusations. Amnesty International says:
An alleged al-Qa'ida training camp at al-Ma'jalah, Abyan, was hit by a cruise missile on 17 December 2009. A Yemeni parliamentary inquiry found that 41 local residents, including 14 women and 21 children, and 14 alleged al-Qa'ida members were killed in the attack. In the 4 January cable, General Petraeus is recorded as saying that the attack had caused the deaths of only three civilians.1:47 PM ET Egypt Could Seek Atomic Arms If Iran Does...
The Yemeni government insisted at the time that their forces had carried out all three attacks, which were meant to target al-Qai'da in the Arabian Peninsula.
Cables show that Egypt would consider pursuing nuclear arms if Iran successfully gained the weapons. Diplomats called Egypt a "stubborn and recalcitrant ally," and the documents show that despite the perception that Egypt is a "docile" U.S. partner, the alliance could lead to frustrations, particularly over Iran.
Reuters reports:
A May 2008 cable quoted Mubarak, whose country does not have diplomatic ties with Iran, telling a group of U.S. officials that "we are all terrified" about a possible nuclear Iran.10:12 AM ET Australian PM Calls WikiLeaks' Actions 'Illegal'"Mubarak said that Egypt might be forced to begin its own nuclear weapons program if Iran succeeds in those efforts."
A July 2009 cable quotes Egypt's intelligence chief Omar Suleiman telling U.S. officials that Iran was harboring extremists, a hurdle to resuming ties severed for three decades.
Australian Prime Minister Julia Gillard called WikiLeaks' actions "illegal" and irresponsible," alhough she stopped short of saying that Australia would take legal action against founder Julian Assange. Australian-born Assange is thought to be in London. Reports the AP:
"I absolutely condemn the placement of this information on the WikiLeaks website," Gillard told Fairfax Radio. "It's a grossly irresponsible thing to do and an illegal thing to do."9:18 AM ET Abu Ghraib Photos Inspired Hundreds Of Would-Be TerroristsOn Sunday, WikiLeaks released thousands of U.S. diplomatic memos, enraging federal officials and prompting other countries to question whether the U.S. could be trusted.
On Monday, Australian Attorney General Robert McClelland said police were investigating whether WikiLeaks had broken any Australian laws with its latest document dump. Following Gillard's comments Thursday, a spokesman for McClelland confirmed the investigation is ongoing.
Saudi Arabia arrested 250 people trying to leave the country to train as terrorists after pictures of Abu Ghraib abuse were released. The cable reads:
Holbrooke explained that President Obama had decided to oppose release of 2000 photographs of U.S. interrogations of terrorist suspects on grounds of national security, and asked what the Saudi public reaction would be to publication of these photos. MbN responded "You bet!" it would be bad for security, and noted that following publication of the first Abu Ghraib photos, Saudi authorities had arrested 250 individuals trying to leave Saudi Arabia to join extremist groups in Afghanistan. Release of more pictures would give AQ "the favor of their life," said the Prince. Saudi Arabia had fought very hard to defeat AQ on the Internet, but he couldn,t see how to fight 2000 new photos.8:35 AM ET Julian Assange In Britain?
The WikiLeaks founder, who has been sought by Interpol over a Swedish sex crimes charge, is in Britain, the Independent reports. Since the documents were released, Assange has refused to disclose his whereabouts. Now, the Independent says police are only waiting for orders to pick him up:
Despite accusations that Julian Assange is on the run, The Independent has learnt that Scotland Yard has been in contact with his legal team for more than a month but is waiting for further instruction before arresting him. Police forces around the globe have been asked to arrest the enigmatic Wikileaks founder, who is wanted in Sweden to answer a series of sexual allegations against him.6:34 PM ET Alexander Litvinenko's Murder And PutinBut the 39-year-old Australian supplied the Metropolitan Police with contact details upon arriving in the UK in October. Police sources confirmed that they have a telephone number for Mr Assange and are fully aware of where he is staying.
The Guardian is focusing on Putin's possible knowledge of plans to kill former KGB agent and Russian dissident Alexander Litvinenko. The paper reports:
Daniel Fried, the assistant secretary of state, questioned whether "rogue elements" in Russia's security services could have carried out the hit without Putin's direct approval.A scenario where the Kremlin was unaware of the Litvinenko plot was far-fetched "given Putin's attention to detail", Fried said. The Russians were behaving with "increasing self-confidence to the point of arrogance", he told the French, arguing for a tougher stance towards Moscow.
Litvinenko was killed in November of 2006 from an overdose of polonium-210 in England. His death and the subsequent British attempts at extraditing the man they suspected was responsible resulted in strained U.K.-Russian relations.
5:20 PM ET WikiLeaks: Russia 'Highly Centralized, Occasionally Brutal'In the latest round of cables, WikiLeaks looks at Russia and Vladimir Putin, Russia's high profile president and former prime minister. Although there have been overtures towards warmer relations between Russia and the U.S., the cables show that the U.S. has a cynical view of the former Soviet Union and its leaders. According to the New York Times:
The cables portray Mr. Putin as enjoying supremacy over all other Russian public figures, yet undermined by the very nature of the post-Soviet country he helped build.Even a man with his formidable will and intellect is shown beholden to intractable larger forces, including an inefficient economy and an unmanageable bureaucracy that often ignores his edicts.
In language candid and bald, the cables reveal an assessment of Mr. Putin’s Russia as highly centralized, occasionally brutal and all but irretrievably cynical and corrupt. The Kremlin, by this description, lies at the center of a constellation of official and quasi-official rackets.
Relations between the two nations have been under some strain recently. This week, Russian Prime Minister Medvedev warned of a possible upcoming arms race if Russia and the West cannot come to an agreement on a missile defense shield. Today, Putin bluntly stated that U.S. failure to ratify a new nuclear agreement known as the START treaty would be "dumb."

The CableGate website is allegedly down, possibly due to losing its host, Amazon.com. The AP reports:
The main website and a sub-site devoted to the diplomatic documents were unavailable from the U.S. and Europe on Wednesday, as Amazon servers refused to acknowledge requests for data.

Additional information on Khaled El-Masri, who was the mistaken victim of "extraordinary rendition" by the CIA, has come out in the cables. A German citizen of Lebanese descent, El-Masri has repeatedly attempted to confront the CIA about his ordeal. Says Boing Boing:
When the CIA realized he was innocent, he was flown to Albania and dumped on a back road without so much as an apology.El-Masri's futile efforts at receiving justice in the U.S. are well-known, but the cables published this week by Wikileaks include revelations the U.S. also warned German authorities not to allow a local investigation into his kidnapping and abuse.

11:49 AM ET Sarkozy Hops Into HistorySarkozy chased a large rabbit around the room during a meeting with the U.S. ambassador before he became president, says a diplomatic cable. The BBC reports:
Mr Sarkozy invited Craig Stapleton to see him in 2006 to say how proud he was to meet President George W Bush.He later introduced his nine-year-old son, Louis, who had "a small dog at his feet and a large rabbit in his arms".
When Louis put the rabbit down to shake hands, the dog started chasing it. Mr Sarkozy then had to run after the pets.
Elsewhere in the cables, Sarkozy was described as "authoritarian" and "monarch-like," in stark contrast to the playful bunny-chaser.
9:52 AM ET Hillary Clinton And 'Vain' Berlusconi Meet In KazakhstanSec. Clinton met with Italian Prime Minister Silvio Berlusconi at the Organisation for Security and Co-operation in Europe (OSCE) meeting in Kazakhstan, their first meeting since WikiLeaks cables described the PM as “feckless, vain, and ineffective as a modern leader.”

The relationship between Pakistan and the U.S. is based on "mutual mistrust," says one leaked cable, and militants are seeking power throughout the state, reports the Guardian. The cable paints a damning picture of the situation facing the Pakistani government:
As we work to prevent Pakistan-based attacks on the U.S. and its forces, we should be clear that al-Qaida (AQ) now wants more than just a safe-haven in Pakistan, and defeating a growing witches' brew of AQ, Taliban, local extremists and criminals will be a long 10-15 year fight. Pakistan hedges its bets on cooperation because it fears the U.S. will again desert Islamabad after we get Osama Bin Laden; Washington sees this hesitancy as duplicity that requires we take unilateral action to protect U.S. interests.
Christine Assange, Julian Assange's mother, is concerned about her son after an Interpol 'red notice' was issued today. According to Reuters:

Interpol has issued international wanted poster for the "provisional arrest" of WikiLeaks founder Julian Assange. According to Wired:
A Red Notice is kind of international wanted poster seeking the provisional arrest of a fugitive, with an eye towards extradition to the nation that issued the underlying arrest warrant. Interpol transmits the notices to its 188 member countries, including Britain, where Assange is believed to be located. Interpol has no authority to compel a subject’s arrest. It issued 5,020 Red Notice last year for a variety of crimes.6:12 PM ET "Lifestyles of the Kazakhstani Leadership"A terse extract of Assange’s notice appeared on Interpol’s website Tuesday, without a photograph, reporting that the 39-year-old Australian is wanted for “sex crimes” by the International Public Prosecution Office in Gothenburg, Sweden.
One lighter cable documents the opulent lives of Kazakhstan's ruling class. Politicians in the Central Asian state -- where Sec. Hillary Clinton arrived today as part of a diplomatic tour -- are reportedly living the high life, including ski trips, palaces abroad, and late nights on the dance floor. Private concerts with Sir Elton John and Nelly Furtado are also within reach.
Sec. Clinton could have some complaints about the hospitality, however, as the cable notes that "it is not clear what [Kazakhstani oligarch Aleksandr] is spending his billions on, but it is certainly not culinary talent." She might have better luck in the beverage department, as at least some members of the government still know how to tie one on. Says the report:

New cables show that the U.S. is embroiled in a complicated alliance with Pakistan, marked by deep mistrust and mutually exclusive goals. Of special concern to the U.S. has been Pakistan's quickly expanding nuclear program and its unwillingness to aggressively pursue extremist groups.
5:22 PM ET Julian Assange: Hillary Clinton Should ResignWikiLeaks Founder Julian Assange told TIME in a Skype interview Tuesday that the U.S. Secretary of State Hillary Clinton should step down from that role:

Cables describe Sarkozy as a staunch U.S. ally but also one with "mercurial" tendencies, which intensified after his divorce from his second wife, Cécilia. According to the the New York Times:
Praised for leadership during the 2008 Russia-Georgia war and the global financial crisis, Mr. Sarkozy was criticized by European diplomats referred to in a cable for an “increasingly erratic” last half of his 2008 European Union presidency.A year later, when two scandals sank Mr. Sarkozy’s approval ratings, American diplomats started telling Washington that the president lacked advisers willing to question him. One scandal involved a cabinet member and the other the promotion of the president’s son, Jean, then 23, to lead France’s most prestigious business district. “Combined, these stories have bolstered the impression that Sarkozy is operating in a zone of monarch-like impunity,” said an Oct. 21, 2009 cable.
4:24 PM ET Huckabee: WikiLeaks Source Should Be Executed
Mike Huckabee has said that the as-of-yet unknown source for the WikiLeaks should be executed. He stated that "anything less than execution is too kind a penalty" and that "whoever in our government leaked that information is guilty of treason."

HuffPost reader Jenni Siri points out that Investigations Executive Editor David Leigh at the Guardian says the most shocking WikiLeaks cables are yet to be released, as Democracy Now is reporting. In the interview, Leigh states:
In the coming days, we are going to see some quite startling disclosures about Russia, the nature of the Russian state, and about bribery and corruption in other countries, particularly in Central Asia.

12:52 PM ET France To Change Cable PolicyFrance will change its methods of sending diplomatic messages due to the WikiLeaks fallout. According to the AP:
A French official says the government will change the way it sends diplomatic missives in the aftermath of the latest publications by WikiLeaks.12:23 PM ET Bank Of America Next Target?Francois Baroin says the country will change its methods for dispatching such documents but has not provided further details.
WikiLeaks Founder Julian Assange hinted in a recent interview that a U.S. megabank would be the next target, and if you look at his comments from a year ago, it seems that could be Bank of America.
Assange said in 2009:
"At the moment, for example, we are sitting on 5GB from Bank of America, one of the executive's hard drives," he said. "Now how do we present that? It's a difficult problem. We could just dump it all into one giant Zip file, but we know for a fact that has limited impact. To have impact, it needs to be easy for people to dive in and search it and get something out of it."12:07 PM ET China Blocks WikiLeaks
China has blocked access to the 250,000 Cablegate documents, according to reports.
Chinese Foreign Ministry Spokesman Hong Lei released the following statement: "China takes note of the government reports. We hope the U.S. side will handle the relevant issues [...] As for the content of the documents, we will not comment on that."

even now it only seems to me that that *might* be hyperbole.. but i have spend so long examining mechanisms of liberation and examining mechanisms of domination.. everything about wikileaks seems to me the former and more so, .. i don't see how it fails.. even all of the right wing threats.. any one of those options would AUGMENT the scope and appeal of the wikileaks organization. and/or precipitate release of the key for the insurance files.
